A continuity and recovery policy creates a framework for the organization regarding the organization's strategy to be resilient in the event of, for example, a fire, natural disaster, sabotage or a serious intrusion or breakdown in the organization's IT system, as well as how the business is to be restored.

The policy defines the creation of two plans, a Business Continuity Plan ("BCP") and a Disaster Recovery Plan ("DRP"), what they aim for and what they should contain.
